This accessibility statement applies to https://www.electoralcommission.org.uk/.

This website is run by the Electoral Commission. We want as many people as possible to be able to use this website. For example, that means you should be able to:

• change colours, contrast levels and fonts
• zoom in up to 300% without the text spilling off the screen
• navigate most of the website using just a keyboard
• navigate most of the website using speech recognition software
• listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

We know some parts of this website are not fully accessible:

• there are cases where Welsh words appear within English content when referring to Senned elections
• the campaigning quiz in the resources for young people section
• the focus order when navigating within pages in the ‘Guidance’ section is not logical
• there is no way for users to skip a repeated block of content on the Voting and Elections landing page
• all videos in the resources for young people and resources for educators sections do not have open captions  
• some PDFs are not compliant so people using screen readers may not be able to access the information
• tableau tables 

What we’re doing:  

• we are adding transcripts to all videos in the resources section of our website
• we are converting post-2018 non-compliant PDFs into HTML, which will comply with WCAG guidelines  
• we are investigating how to convert tableau tables into a form complaint with accessibility guidelines
• we are undertaking a site-wide website improvement project to improve the website’s usability

The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below. 

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

There is a missing anchor on a landing page, so users can’t skip large blocks of content. This fails WCAG 2.2 criterion 2.4.1 (Bypass blocks)

The contrast between user interface components, graphics and adjacent colours is not 3:1 in some places. This fails WCAG 2.2 criterion 1.4.11 (Non-text contrast)

On one page, content and information rely on colour. This fails WCAG 2.2 criterion 1.4.1 (Use of colour)

On one page, elements change when they receive input. This fails WCAG 2.2 criterion 3.2.2 (On input)

On some pages, components do not receive focus in a logical sequence. This fails WCAG 2.2 criterion 2.4.3 (Focus order)

There are small amounts of Welsh langugage on English language pages. This fails WCAG 2.2 criterion 3.2.1 (Language of parts)

Video content with audio does not consistently have either a text transcript or audio description. This fails WCAG 2.2 criterion 1.2.3 (Audio description or media alternative)

Content that’s not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards.
