GP Practice update

 

Dear Colleague, 

Welcome to the PCSE GP Practice update. We would like to share the following important updates with you:
 

Pay Locum contributions by GOV.UK Pay
 
 

PCSE Online is now integrated with GOV.UK Pay to make it easier for Locum GPs to pay their pension contributions.

Once a GP successfully submits a Locum B form on PCSE Online, a new GOV.UK Pay button will be enabled at the bottom of the form. Clicking the button will take the user directly to GOV.UK Pay to enter card details and pay the displayed contribution amount.


This new functionality provides the following benefits for Locum GPs making their pension contribution payment:

  • Secure card payment with the option to store details for future use
  • No need to manually enter bank details or references
  • Faster processing
  • Automatic reconciliation of payments with submitted Locum B forms


This new payment route is part of the wider ISFE2 programme, which is focused on improving financial services across primary care. 
 

Take a look at our resources to support this new functionality:


Submitting Locum A & B forms through PCSE Online, and making pension contribution payments via GOV.UK Pay is the preferred route, which will reflect on your pension record within 24 hours of being submitted. The option to submit forms via the PCSE Contact us form remains unchanged and would require a payment to be made by BACS.
 


 

Practice Locum Approver role
 

We kindly request that all GP Practice User Admins make sure they have assigned the GPP - Locum Approver role to relevant practice staff. 

This is a vital pension administration user role, to ensure the approval of Locum A forms submitted via PCSE Online by a locum GP working at your practice.

We anticipate an increase in the number of GPs using PCSE Online to submit their Locum forms and timely approval by the practice is essential for the Locum to meet the 10 week rule set by NHS Pensions


Assigning the 'GPP - Locum Approvals' role
 
Your practice's User Administrator can quickly and easily assign the 'GPP - Locum Approvals' role to additional staff or update any user permissions in PCSE Online. For help on managing user access to PCSE Online, take a look at our User Management guide.

2024/25 Type 2 Self Assessment form available 1 October
 

In last month's edition, we told you we were working with NHS Pensions to get the end of year forms ready in PCSE Online. We're delighted to tell you that the 2024/25 Type 2 form will be available from 1 October 2025. 

For Pension Scheme members who have undertaken the following pensionable work between 1 April 2024 and 31 March 2025 should complete a Type 2 Self Assessment form:
 
  • All salaried GPs (in a practice)
  • GPs who do Solo work only or Solo and locum work

Using PCSE Online to complete your end of year forms saves time and effort:
 
  • your details, including contributions already paid in 2024/25, will be automatically populated
  • your submission is validated in real time, and any missing mandatory information is highlighted

If you're not yet ready to submit your 2024/25 Type 2 form or only need to submit a Type 1 form, there are still a few things you can do to prepare:
 
  1. Can you log into PCSE Online?

    Visit https://secure.pcse.england.nhs.uk, enter your user name (usually your registered email address) and password. 
If you have never logged into PCSE Online, you will need to validate your account. Please email us at pcse.portalenquiries@nhs.net to have a new verification link sent.

If you've forgotten your PCSE Online  password, the process to reset it is simple - you can use the Forgotten your login details? link on the log in page or click here. Once you've confirmed your email address and pressed Reset Password, an email will be sent to your email account. 
  1. Are your employment details up to date?

    Once you're logged into PCSE Online, select Performers List and click on the Performer Management option, to check you were aligned to the correct practice(s) in 2024/25.

    Find out how to make any necessary corrections to your Performer record here.

When you're ready to submit your 2024/25 Type 2 form, you can log into PCSE Online and follow these steps:
 
  • Click 'GP Pensions and Payments'
  • Choose 'Pensions'
  • Select 'Self Assessment'
  • Click 'Type 2 Medical Practitioner – Self Assessment Form'

Duplicate orders for FTR615, FTR3012 & KFK216
 


We would like to remind practices that there is currently no stock of the following products: 
 

  • FTR615 - Hypodermic Needle 21g green x 50mm (2 inch) sterile
  • KFK216 - Blood Collection Needle Safety 22G Eclipse 1.25 inch
  • FTR3012 - Safety Hypodermic Needle 23G x 25mm (1 inch) Blue Sterile Safety, mechanism to be activated via hard surface


PCSE have been working with the supplier to ascertain when stock will be available and in what quantities. Until stock is available, there are restrictions on the number of orders placed for these products.

Please note, any duplicate orders submitted for the same item will be cancelled to ensure available stock is allocated proportionately.

Current restrictions will be lifted when stock is available. Please seek clinical guidance for alternative products.



 

Out of England address amendment process
 


We regularly receive address amendment request via GP Links for patients who have moved to an address outside of England, without confirmation from the practice that the patient is to be deducted.

PCSE uses the Patient Demographic Service (PDS), also known as the Spine, to update patient addresses. PCSE is unable to accept addresses outside of England onto PDS (listed below), due to restrictions, and in these cases, PDS automatically reverts back to the patient's last registered English address.

 

  • Scotland
  • Wales (see below for exceptions)
  • Northern Ireland
  • Isle of Man 
  • Overseas


In addition, if no clear or additional instruction to deduct is received from the practice, PCSE is then required to get in touch with the practice's main contact and ask for explicit deduction request to be provided. This could result in delays to the removal of patients and additional burden for practices.


Correct process to follow

When submitting an address amendment request, please include clear, explicit confirmation that you wish the patient to be deducted by entering 'New address out of Practice Area' in the free text field.

Ideally, the practice will also submit a GP Links Removal request in parallel with the address amendment request.

If the patient has only temporarily moved to an address outside of England, this should only be recorded in temporary address fields and not submitted via GP Links.


Exceptions

There is an exception to this process for practices on the English/Welsh border that can contractually register patients who reside in both England and Wales.

For these practices only, Welsh and English address can be submitted as normal with no instruction to deduct the patient, unless this is required.



 

Patient Registrations - FP69 flag reminder
 

In line with the changes to the GP contract, with effect from 1 October 2025, the response window for a new FP69 is reduced from 6 to 3 months from the date the flag is raised.

For any flags raised for patients over the age of 18 on or after 1 October 2025, if PCSE doesn’t receive confirmation from the practice (via GP links) that the patient is either still at the address or at a new address within 3 months of the FP69 flag being raised, the patient will then be removed from the GP’s patient list.

Request for access to medical records
 

GP practices are frequently approached by patients, their representatives, solicitors, and other third parties seeking access to medical records. It is essential that all requests are managed in line with current legislation and NHS England Information Governance guidance.

To help practices identify the correct pathway, we've collated the following information:
 
  • Deceased patient record
    The most recent GP practice where the deceased patient was registered is the legal ‘record holder’ under the Access to Health Records Act 1990, and should respond to the access request.

     
  • Closed practice
    If a practice has closed since the patient's death, Primary Care Support England (PCSE) will process the request.

     
  • Merged practice
    If a practice has merged since the patient’s death, the practice holding the contract with local commissioners is responsible for responding to requests.

     
  • Living patient
    Requests should be made directly to the practice where a living patient is currently registered. If patient is unregistered, they should apply directly to PCSE using the Subject Access Request enquiry form.
