Mavis (Manage vaccinations in schools) is an end-to-end digital service that makes it easier for School Age Immunisation Service (SAIS) teams to manage vaccination programmes.

Mavis addresses issues with system fragmentation and manual data entry, while improving vaccine uptake and data quality.

SAIS teams are responsible for giving life-saving vaccinations to millions of school age children every year.

Mavis allows them to vaccinate more children more easily by: 

  • matching and consolidating child records from multiple sources
  • making it easier to identify which children are eligible for routine vaccinations, and which ones need catch-ups
  • simplifying the process of requesting consent from parents
  • allowing SAIS teams to record and report vaccinations more efficiently

Features

Mavis is the only digital service that combines end-to-end programme management with automated reporting direct to the NHSE Immunisation FHIR API, and fully automated consent communications. This eliminates manual GP reporting and time-intensive chasing through schools. Specifically:

  • enabling SAIS teams to efficiently upload and manage entire cohort lists with automated NHS number validation through the Patient Demographic System (PDS), achieving verified NHS number coverage above 98%
  • supporting all school age vaccinations: HPV, MenACWY, Td/IPV, flu and MMR, and has now been extended to support MMRV delivery
  • simplifying the consent process through fully automated consent request sending and configurable automated reminder sequences for non-responders
  • allowing clinical staff to intelligently triage health questionnaire responses and seamlessly record administered vaccines
  • providing SAIS teams with reporting dashboards that automate and simplify the reporting process to NHS England commissioning teams

The Mavis service is centrally funded to continue improving and expanding. This investment helps address key pain points for SAIS teams. For example, it will soon address better communication and data exchange between SAIS teams and schools.

How this service works

Mavis links together each stage of a school age vaccination programme. SAIS teams import children’s details, collect digital consent from parents, triage any clinical issues, and record vaccinations during sessions. The service then automatically shares accurate vaccination data with NHS England and GPs.

The following sections show how the service works in practice, starting with the end‑to‑end SAIS team workflow, followed by the parent consent and communication journey.

End‑to‑end SAIS team workflow

These steps show the full journey a SAIS team follows when using Mavis to run a vaccination programme. They show how Mavis connects each stage of the process and removes the manual work that previously took place between multiple systems.

  • Importing cohorts: SAIS teams upload lists of eligible children. Mavis automatically validates NHS numbers through the Personal Demographics Service (PDS), giving teams confidence in their data from the start.
  • Requesting consent: Mavis sends branded digital consent requests to parents, and follows up automatically with reminders for non‑responders.
  • Triage and review: Responses to health questions are triaged so that nurses can quickly see which children need clinical review before vaccination.
  • Running vaccination sessions: During sessions, teams can check children in, view their consent status and record vaccinations in real time.
  • Reporting and data sharing: Mavis sends vaccination data directly to NHS England and GPs via the Immunisation FHIR API, removing the need for manual reporting or bulk uploads.

Together, the steps show how Mavis supports the whole vaccination cycle – from identifying eligible children to sharing accurate, timely data across the system.

Parent consent and communication journey

These steps show how parents and guardians interact with Mavis during the consent process, highlighting the actions and communication flow that reduce workload for schools and SAIS teams.

  • Initial message to parents: Parents receive a branded email or text message inviting them to provide consent for their child’s vaccination.
  • Completing the digital consent form: Parents can give consent, decline or indicate that their child has already been vaccinated elsewhere. They also answer health questions that help identify children who may need clinical review.
  • Automated reminders: If parents don’t respond, Mavis automatically sends reminder messages so that SAIS teams and schools don’t have to follow up manually.
  • Visibility for SAIS teams: Consent decisions and health information feed straight back into Mavis, giving teams a clear view of response rates and outstanding actions before the vaccination session.
  • Support for outbreak scenarios: The same journey supports rapid communication during outbreaks, helping teams to identify and reach at‑risk children quickly.

Together, the steps demonstrate how Mavis makes the consent process simpler for families, and significantly reduces administrative overhead for schools and SAIS teams.


Examples of use

Planning and running a school vaccination programme

A SAIS team uses Mavis to upload a list of eligible pupils, schedule school sessions and send consent requests to parents. Before the session, the team reviews responses and triages any clinical issues. On the day, vaccinations are recorded in Mavis and shared automatically with national systems.

Recording vaccinations in community clinics

If children miss their school session or need catch‑up doses, SAIS teams use Mavis to manage community clinic appointments. Consent and vaccination details are recorded at the clinic and included in the same reporting and data flows as school‑based vaccinations.

Supporting national reporting

A SAIS provider uses Mavis to submit vaccination records as part of national reporting. Data is validated, processed and shared with NHS England through national systems, replacing manual or bulk upload processes.


National usage policy

Mavis is nationally recommended for SAIS teams delivering routine school age vaccinations. It supports the end‑to‑end process for all major SAIS programmes, including HPV, MenACWY, Td/IPV, flu, MMR and MMRV.

Use of Mavis at the point of care is being rolled out across SAIS providers, with onboarding supported by NHS England’s Vaccinations Digital Services programme.


Roadmap

Mavis will continue to evolve as it scales nationally, focusing on supporting more SAIS teams and strengthening national reporting and data flows.

Over the next few quarters, planned outcomes include:

April to December 2026
  • Onboarding additional SAIS providers across England
  • Expanding and stabilising national reporting as Mavis replaces the NIVS bulk upload process
  • Improving data quality and interoperability with national systems, including the Immunisation FHIR API

Status, service level and current usage

Mavis is in beta and in active use across multiple SAIS organisations. It is continually improved through successive releases supporting new vaccines, workflows and national reporting capabilities.

Mavis operates as a bronze service, with service operation hours from 8am to 6pm, Monday to Friday (excluding bank holidays).
