Issue Description: Third party extensions are not available on environments updated to version 28.0.

More info: On-premises environments on version 28.0 are not affected.

PTE: Remove the dependency on _Exclude_ReportsLayout from the manifest and reinstall.
Marketplace apps: Contact the publisher for an updated version without this dependency, then reinstall.

Current Update: 07/05/2026 08:44:00 AM– Microsoft has identified that, following an update to Business Central version 28.0, extensions with a dependency on the _Exclude_ReportsLayout app are being uninstalled. They are developing a fix to correct this issue.
