Hello everyone.


Welcome to the latest edition of ONR News, keeping you updated about our work as the UK’s nuclear regulator for safety, security and safeguards.

It's been a pivotal time for the industry with the publication of the Nuclear Regulatory Taskforce's final report last week and the government's formal response on a Budget Day which welcomed the Taskforce’s analysis of the regulatory challenges and opportunities for the sector. 


We are committed to transparent and independent regulation and support the government priorities for nuclear growth and energy security while maintaining rigorous safety standards. 


We look forward to working closely with the government and the taskforce and providing our expertise to them during the next three months when a recommendations implementation plan will be put in place.  


Scrutiny and discussion of our approach is valuable and we will continue to pursue increasingly effective and efficient regulation, recognising the moves forward within the sector, to help accelerate safe nuclear operations and deployment. 


We are also now inviting feedback on our new draft strategy, 'ONR Together', which sets out our approach to regulating the sector during the coming years. Your input is vital in helping us develop an effective strategy.


On a personal note, this will be my last ONR News before I leave the organisation to take up a new position.


It has been an absolute privilege to work in ONR for the past seven years and to meet with so many of you.  


I'm deeply grateful for our collaboration together and the support you've given in my role and I wish you all the very best for an exciting future.

Fire enforcement notice served on Hinkley Point C contractor

We served a fire enforcement notice on Bylor JV (Laing O'Rourke and Bouygues Travaux Publics) after identifying significant fire safety shortfalls at the Hinkley Point C nuclear construction site.

International event explores AI to support nuclear facilities

We’ve taken part in an event that brought together nuclear regulators, licensees, agencies and other experts from around the world to explore the use of AI in supporting nuclear facility processes and procedures.


The Nuclear Energy Agency’s RegLab aims to use regulatory sandboxing to facilitate international discussions on innovation in the nuclear industry.


This RegLab, the first in a series of four planned for the next few years, provided insights on how AI can be used to monitor multiple real-time data, as well as supporting an international consensus on responsible deployment of AI in nuclear installations.

NGO forum update

We welcomed more than 15 non-governmental organisation (NGO) members to our Bootle office last week for our biannual NGO forum. The event provides an opportunity for NGOs to discuss key issues facing the nuclear sector and engage directly with our technical specialists.


Our experts delivered a session on emergency planning. This was followed by a tour of our Redgrave Court Incident Suite, observing a live exercise and learning how the facility supports our emergency response capabilities.


Mike Finnerty, our Chief Executive and Chief Nuclear Inspector, attended his first forum, providing updates on the Nuclear Regulatory Taskforce recommendations and taking questions from delegates. NGOs also requested updates on Generic Design Assessments, nuclear new build projects, and regulatory developments at Hinkley Point C and Sizewell C.

Consent granted to decommission Hinkley Point B

We have granted formal consent to EDF Energy’s (EDF) project to decommission Hinkley Point B Nuclear Power Station.


This decision comes after a public consultation and our specialist inspectors’ detailed assessment of EDF’s environmental statement and Habitats Regulations Assessment for the proposed decommissioning project at the Somerset site.


This includes mitigation measures designed to prevent or reduce any significant adverse environmental impacts.
