Welcome to the latest edition of ONR News, keeping you updated about our work as the UK’s nuclear regulator for safety, security and safeguards.

Since our last newsletter, we’ve continued to work at pace in this ever more dynamic operating environment as the government grows its ambitions for nuclear.


The ongoing regulatory taskforce review is a hugely significant project for the whole industry and we've really valued working closely with their team to provide regulatory expertise to their in-depth analysis of the strengths and challenges within the current regulatory framework.


Following the publication of last month's interim report, it was an excellent opportunity for the sector to digest the early taskforce findings, and through our continuing engagement, to help provide solutions that will form the basis of the final report in the autumn.


As always, ONR is committed to ensuring our regulation does not delay nuclear projects and we work hard to enable their safe delivery and reduce unnecessary regulatory burden and add value.


We were pleased to conclude the Chief Nuclear Inspector's themed inspection in July, which showed that continued work is needed by the industry to ensure sites remain resilient against the future effects of climate change, but that no fundamental shortfalls were identified that challenge robustness against future external hazards.


Our Annual Report and Accounts reflected on major organisational achievements within the past year including completing planned Generic Design Assessments steps for three separate reactor technologies, granting a nuclear site licence to Sizewell C and completing key work in support of critical nuclear defence projects, including innovative permissioning of submarine dockings to reduce timescales.


We have also made some important recent decisions on long running enforcement investigations with two prosecutions confirmed for the tragic worker fatality at Hinkley Point C, and separately, for the fall of a rebar mesh wall which left a signaller seriously injured at the same Somerset nuclear construction site.


This remains a key part of holding industry to account and our fundamental commitment to upholding strong safety standards within this high hazard sector.

First court hearing for Hinkley Point C fatality prosecution

The first hearing of a health and safety prosecution following a worker fatality at Hinkley Point C (HPC) nuclear construction site will be held at Bristol Magistrates Court at 2pm on Tuesday, October 14.


This is a plea and allocation hearing for three defendants - NNB Generation Company (HPC) Ltd (NNB GenCo), Bouygues Travaux Publics SAS and Laing O’Rourke Delivery Limited.


The prosecutions relate to a fatal accident on the HPC site, near Bridgwater, Somerset, on 13 November 2022.


Site supervisor Jason Waring, 48, died in a construction incident after sustaining fatal injuries. The decision to begin legal proceedings follows an investigation into the incident by ONR, the UK’s independent nuclear regulator.

New Non-Executive Director appointed to our Board

The Department for Work and Pensions’ (DWP) Minister for Transformation has appointed Matthew Rees as a Non-Executive Director (NED) to our Board for a five-year term.


Matthew is a finance professional with a proven track record of leading corporate finance transactions, public financial management audits and economic regulation.


Separately, DWP is appointing another NED to our Board.


Applicants are sought to help lead our work by operating effectively as a Board member with expertise in chairing a Remuneration and Resilience Committee and delivering significant organisational change and/or business transformation within the private, public or voluntary sectors.

Compliances with safety shortfalls at Hartlepool Nuclear Power Station

EDF has complied with an improvement notice served after its employee sustained hearing damage when a valve was incorrectly opened that released high-pressure and high-temperature steam at Hartlepool Nuclear Power Station. 


The licensee has now implemented safety measures to reduce the risk to workers from potential health and safety risks associated with the boilers and pipework.


Separately, EDF has now put arrangements in place at Hartlepool to correctly assess the risks arising from identified defects to ensure the health and safety of workers following an incident which left a scaffolder with a minor burn to the back of their neck from a defective light fitting.

We'd like your comments on BWRX-300 reactor design

The comments process for the Generic Design Assessment (GDA) of the GE Vernova Hitachi Nuclear Energy BWRX-300 small modular reactor design remains open.


As part of the GDA process, anyone with an interest in this technology can submit comments or questions. All submissions are shared with relevant regulators and will be considered as part of our assessment.
