Hello everyone.


Welcome to the latest edition of ONR News, keeping you updated about our work as the UK’s independent nuclear regulator for safety, security and safeguards.

I'd like to firstly welcome the very recent appointment of Dame Judith Hackitt as our new interim Chair, who will take over from the outgoing Mark McAllister, from the start of 2024.


Dame Judith has significant past regulatory experience including with the Health and Safety Executive, and we are sure the considerable expertise she brings to this new role will greatly benefit our continued growth and development.


In recent weeks, we have published our Annual Report and Accounts, covering 2022/23, providing a summary of our regulatory, organisational and financial performance as we continue to work towards delivering more efficient practices to remain an effective and respected regulator both at home and abroad.


I was also delighted to see the publication of our new model and measure of safety culture, developed for us by the Alliance Manchester Business School, an integral part of us assessing nuclear dutyholders' organisational safety cultures and allowing for valuable learning across the industry.

Our Annual Report and Accounts for 2022/23 published

We have published our Annual Report and Accounts covering 2022/23.


It shows how we delivered our mission to protect society by securing safe nuclear operations and made progress towards the five ambitions set out in our Corporate Plan for 2022/23.


The report provides a summary of regulatory, organisational and financial performance, as well as governance information. It explains how we regulated effectively across our purposes and the nuclear lifecycle.


Mark McAllister, ONR Chair, said: “We are confident that we remain an effective regulator and organisation, highlighted by our influence nationally and internationally, and the insights provided by external feedback and benchmarking.”

We welcome Australian regulator on learning visit to UK

We recently hosted a delegation from the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) during their visit to the UK.


The visit aimed to bolster ARPANSA’s understanding of how we regulate the UK nuclear sector, engage with industry licensees, and where necessary, take enforcement action to influence proportionate improvements.


Earlier this year at the International Atomic Energy Agency (IAEA) General Conference in Vienna, ARPANSA and ONR signed an Information Exchange Agreement (IEA) to share information, experience and good practice.


Donald Urquhart, our Director of Regulation, said: “Following the signing of our information sharing agreement with ARPANSA in September we look forward to continuing our work with the international nuclear community.”
