Complete transit declaration

Learn how to complete a ‘Declaration Data‘ E_DEC_DAT (IE015) message for NCTS5.

Declaration data

The characteristics of data groups and data elements in those data groups in an IE015 message can have any of the following statuses.

The following table provides guidelines for completing an IE015 message for NCTS5.

You can use any combination of authorisations, but each authorisation requires a separate data group with an appropriate sequence number.

- - Reference number R R No Enter the authorisation number that was allocated to the consignor when approved to use transit simplification (example format: AUTHXXX). The format can vary, so do not rely on example. This is validated by NCTS.

This data group is required for all GB movements that have a different country of destination. This data group is also required where movements start in XI and either transit through or end in GB mainland.

This data group is optional for national movements, that is, GB to GB or XI to XI.

This data group cannot be used for TIR procedure movements because TIR movements can be made in NCTS only for the portion of the journey that is within the territory of the EU.

Movements departing XI that enter GB must have a Transit Office reference number that starts with the prefix GB.
- - Arrival date and time (estimated) D D No Post-transition, this data item is required where ENS data is declared, indicated by 1 or 3 (see Transit Operation/Security). Otherwise, it is optional.

During transition, this data item is required where ENS and EXS data are declared, indicated by 1, 2, or 3(see Transit Operation/Security) and the Office of Transit is in the EU but the Office of Departure is outside EU. Otherwise, it is optional.
- CUSTOMS OFFICE OF EXIT FOR TRANSIT (DECLARED) D D No This is a new office role named ‘Office of Exit for Transit’ to perform safety and security checks of the movement before it exits the Security Area. For example, for XI departures, the Customs Office of Exit for Transit must be provided for a transit declaration that contains Export Summary Declaration (EXS) data when the goods will exit the Security Area to enter (or re-enter) a Common Transit country that is not in the Security Area.

Important: Use Customs Office of Exit for Transit only if (a) the movement is departing the EU security zone (the Customs Office of Exit for Transit will be the office through which the movement leaves the security zone) and (b) the declaration contains EXS data.

Note: This type of declaration is considered to be a TSAD and currently the UK does not support use of TSADs - separate EXS/ENS must be completed as required.

In addition, Office of Exit for Transit cannot be used for TIR type departures.

This data group is optional if EXS data is declared (indicated by 2 or 3 - see Transit Operation/Security) and the goods are leaving the security zone. Otherwise, do not use this data group.

Multimodal transport units have unique numbers indicated in data element ‘Container identification number’.

If the departure transport means is ROAD, the maximum multiplicity of departure transport means is 3, where each instance may be used to cover tractor unit, trailer, and drag trailer, respectively.

If a tractor unit and trailer are used and they have differing nationalities, use the nationality of the tractor unit.
