David was appointed as Non-Executive Director at Ofwat in December 2020. He is also a member of the Audit and Risk Assurance Committee and Casework Committee.
David’s background is in software and digital technology where he has worked with several technology organisations on both strategy, investment and governance, including on the management of cybersecurity risks. He has also been CEO and Executive Chair of two successful software start-ups.
He brings a deep understanding of the Welsh policy landscape and economic, social, and environmental circumstances in Wales and has held multiple Public Appointments including the UK Ofcom Board and the Welsh Revenue Authority.
David was appointed Chair of DVLA in December 2023.
He is a co-founder of CxB, a non-profit forum promoting board-level cyber security governance.
