About Consultation
This is a consultation on charging rules that we are proposing to introduce under sections 40G and 110H of the Water Industry Act 1991 (the Act).
Alongside this consultation we have published our decision to introduce charging rules.
We are publishing our proposed rules separately.
This statutory consultation is the formal, final step before we issue new rules for bulk charges to new appointees, to take effect from 1 April 2026, which we will issue under the Act.
We are also consulting on, in appendix 1, our draft Common Terms and Worked Examples – Bulk Charges (CTWEBC). Following this consultation, we are proposing to work with industry to refine these further, for incorporation into the charging rules from 1 April 2027.
