An exciting opportunity has arisen for an experienced Project Manager to join our Business Transformation Service, supporting delivery of the Council’s Vision and Priorities for a cleaner, more sustainable borough, a prosperous local economy, healthier and more inclusive communities, and a resilient, financially strong organisation.

About the Role

As a Business Transformation Project Manager, you will lead and manage the full lifecycle of designated projects within the Council’s Our Futures Transformation Programme. Working collaboratively across the organisation, you will ensure projects align with the Council’s vision, priorities and strategic objectives.

The role requires strong stakeholder engagement and effective change management skills, with a clear focus on delivering data‑driven, evidence‑based outcomes. Projects are likely to have organisation‑wide impact and may include digital transformation, improving financial sustainability, strengthening internal processes, and enabling more efficient and effective ways of working.

A key aspect of the role is supporting, coordinating and facilitating change with stakeholders, ensuring alignment across multiple workstreams while championing new ways of working and challenging historic approaches. You will help embed a solutions‑focused, outcomes‑driven culture, using evidence and data to guide decision‑making and demonstrate impact.

The role also includes line management of Project Support Officers, alongside responsibility for effective project governance, risk management and performance reporting throughout delivery.

About You

You will bring:
- A degree or Level 5 qualification, project management qualification or significant experience delivering a range of successful complex projects.
- Strong stakeholder engagement, communication and influencing skills, with the ability to build trust and collaborative relationships at all levels.
- Experience of supporting or leading organisation‑wide change initiatives that develop new ways of working.
- Strong planning, organisational and problem‑solving skills, with the ability to manage risk and maintain focus on priorities.
- A commitment to WLBC’s behavioural standards — putting customers first, being positive and adaptable, taking responsibility, and working together.
- The ability to travel as required for service delivery.

Interview Process

If you are successfully shortlisted, you will be invited to take part in a two‑stage selection process, which will take place at: 52 Derby Street, Ormskirk, L39 2DF

Stage 1: Assessment – Group Exercise

You will take part in a group exercise focused on working collaboratively to develop a project brief.

Further details about the group exercise will be provided in advance.

Stage 2: Panel Interview and Presentation

You will then be invited to attend a one‑hour panel interview. As part of the interview, you will be required to deliver a presentation.

Presentation requirements:

- Duration: Up to 15 minutes
- Topic: “Delivering a Finance Transformation Programme successfully – your priorities for month 1, 3 and 6”
- 45 minutes of interview questions

You will be asked to submit your presentation in advance of the assessment stage.
