Who we are
His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) can trace its roots back to 1856. Since then, we have inspected the effectiveness and efficiency of Home Office police forces in England and Wales. In 2017, we also started inspecting fire and rescue services in England. We inspect other forces and agencies when invited to do so. Find out more about what we do.

His Majesty’s Inspectors
The Crown appoints His Majesty’s Inspectors (HMIs), including the Chief Inspector, on the advice of the Home Secretary. They act as inspectors of constabulary under section 54 of the Police Act 1996 and inspectors of fire and rescue services under section 28 of the Fire and Rescue Services Act 2004. As independent holders of public office appointed under Royal Warrant, they aren’t civil servants, police officers or fire and rescue staff.

Michelle Skeer OBE QPM
In April 2026, Michelle Skeer was appointed as interim HM Chief Inspector of Constabulary and HM Chief Inspector of Fire & Rescue Services.

Lee Freeman was appointed HM Inspector of Constabulary and HM Inspector of Fire & Rescue in April 2023.

Kathryn Stone OBE
Kathryn Stone was appointed HM Inspector of Constabulary and HM Inspector of Fire & Rescue in June 2025.

Roy Wilsher was appointed HM Inspector of Constabulary and HM Inspector of Fire & Rescue in October 2021.
