Crynodeb
Objectives for the Head of Service will include responsibility for operationalising the Strategic Plan agreed by the Board, ensuring the Service delivers in line with the contractual obligations under the Master Services Agreement (or other similar performance contracts), delivering on nationally defined quality metrics, ensuring the service adheres to all regulatory and compliance requirements and management of the budgets capital and revenue. Directly control and manage pay and non-pay budgets across the Service ensuring that all budgets are kept within the financial limits set and value for money is obtained throughout. Budget responsibility £35m Lead the Financial Appraisal, Design, and carry out Tender formalities and Project manage Facilities services Capital and Minor Capital Schemes. Work within budgetary constraints and project deadlines, oversee Commissioning, sign-off and carry out post project evaluations. Lead and develop a positive culture, evidencing a positive performance of Health & Safety behavior and performance across all service areas including direct and non-direct resource Direct Line Management of all the Facilities Operations workforce. Develop a sustainable and agile workforce model across all areas of service delivery, directly responsible for leading the engagement and development of a positive workforce culture and creating a safe working collaborative environment that drives positive wellbeing across a team exceeding 600+ staff Regular liaison with other agencies such as the ICS, the Provider Collaborative Group, NHS England etc to participate in service development/issues on a region wide or national basis. Ensure that all internal and external building fabric and decoration is in a sound condition, is maintained to relevant published quality condition standards and meets external inspections and assessment (PLACE, CQC, NCS, Food Safety Act). Co-ordinate and support the completion of NHS Returns such as ERIC and the Premises Assurance Model reporting on areas of noncompliance and developing action plans to Ensuring robust contract and supply chain management, demonstrating commercial compliance, value for money and sustainable supply arrangements. Developing a category focused procurement strategy that will drive service innovation, high quality patient centric services and robust governance, monitoring and performance reporting, supporting accurate estate performance data submissions. Undertake Authorised Person responsibilities in relation to specified facilities services and ensure appropriate Competent Persons resource is sustained, and responsibilities are met across all disciplines.
