Job Statement The AMS Clinical Programme Lead provides strategic, clinical, and operational leadership for the South Yorkshire Antimicrobial Resistance (AMR) and Antimicrobial Stewardship (AMS) Programme. The post holder leads a systemwide improvement programme focused on reducing antimicrobial use, improving prescribing quality, and reducing unwarranted variation across primary care, paediatrics, and wider system partners. The role strengthens AMR governance, embeds datadriven improvement, and builds sustainable leadership capability across the Integrated Care System (ICS). The post holder operates across organisational boundaries, providing expert clinical leadership, programme management, and assurance to ICB governance structures and NHS England. Key Responsibilities Strategic Leadership Lead the design, development, and delivery of the South Yorkshire AMR/AMS improvement programme. Develop and implement a systemwide AMS strategy aligned to national AMR priorities and ICB objectives. Embed AMR objectives into commissioning, quality, and governance frameworks. Ensure delivery of programme milestones, outcomes, and measurable reductions in antimicrobial use. Provide strategic advice to senior leaders, influencing systemwide decision making. Clinical Leadership Provide expert clinical leadership on antimicrobial stewardship and prescribing practice. Influence clinical decision making across primary and secondary care. Promote evidence based prescribing, including short course treatment and appropriate alternatives. Support safe reduction in antimicrobial use while maintaining patient safety and clinical effectiveness. Data, Intelligence & Performance Lead development and utilisation of prescribing data dashboards across the ICS. Analyse complex data sets to identify variation, trends, and improvement opportunities. Drive performance against key indicators including: Antibiotic prescribing (STARPU) Paediatric prescribing rates Broad spectrum antibiotic use Course length compliance PPI prescribing Use of nonantibiotic alternatives Ensure robust monitoring, evaluation, and reporting of programme outcomes. Service Improvement & Quality Lead targeted quality improvement initiatives, particularly within primary care. Identify high prescribing practices and deliver tailored interventions. Promote use of audit tools, TARGET resources, and clinical review processes. Support implementation of best practice in prescribing and medicines optimisation. System Leadership & Partnership Working Build and maintain effective relationships across PCNs, GP practices, community pharmacy, secondary care, and local authorities. Establish and support a network of AMR champions across Places, PCNs, and Neighbourhoods. Facilitate collaborative working across organisational boundaries to deliver systemwide improvement. Education, Training & Workforce Development Design and deliver education and training programmes to improve prescribing practice. Build capability in quality improvement, data interpretation, and behavioural change. Support development of clinical leadership at PCN, Neighbourhood, and practice level. Governance, Reporting & Assurance Provide regular reports to AMR/IPC Steering Groups, ICB Quality Governance structures, and NHS England. Produce quarterly highlight reports and programme updates. Ensure risks, issues, and escalations are appropriately managed and documented. Addressing Health Inequalities Use data to identify inequalities in prescribing and outcomes. Lead targeted interventions in high deprivation and high need populations. Support codesign of interventions with communities and partners. Sustainability & Transformation Embed AMS principles into commissioning, contracts, and incentive schemes. Ensure sustainability of improvements beyond the programme lifecycle. Promote spread and adoption of best practice across the ICS. Knowledge, Training & Experience Registered healthcare professional (GMC, GPhC, NMC or equivalent). Degree or equivalent experience. Evidence of continuing professional development. Significant senior experience in antimicrobial stewardship, medicines optimisation, or infection management. Experience leading complex programmes or service improvement at system leveL Experience using data to drive improvement and influence clinical practice. Desirable: Postgraduate qualification in public health, infection, or leadership. Experience within an ICS/ICB/multisystem environment. Experience of paediatric prescribing or primary care improvement. Experience of commissioning or quality governance. Skills & Competencies Expert knowledge of antimicrobial stewardship and prescribing practice. Strong analytical and data interpretation skills. Excellent leadership and influencing skills. Ability to manage complexity and deliver change across systems. Strong communication and stakeholder engagement skills. Desirable: Knowledge of national AMR policy and NHS priorities. Understanding of behavioural change methodologies. Effort Factors Mental Effort: Frequent sustained concentration required for data analysis, interpreting national guidance, and managing complex programmes with competing priorities. Emotional Effort: Occasional exposure to challenging discussions, system pressures, and high stakes decision making. Physical Effort: Regular travel across ICS sites; daily use of keyboard and digital systems. Working Conditions: Hybrid working across multiple sites and organisations; ability to travel independently across South Yorkshire.
