We are seeking a dedicated and knowledgeable EHC Caseworker and SEND Transport Manager to join our Community & Children’s Services team. This is an exciting opportunity to play a key role in supporting children and young people with Special Educational Needs and Disabilities (SEND), ensuring statutory responsibilities are met while placing families and young people at the centre of decision-making.

About the Role

As EHC Caseworker and SEND Transport Manager, you will be a Senior Caseworker within the SEND Team who will coordinate Education, Health and Care (EHC) needs assessments and annual reviews, manage complex SEND casework, and oversee processes relating to SEND transport and provision planning.

Working closely with schools, health professionals, social care teams, families and partner agencies, you will ensure that children and young people receive appropriate, high-quality educational support and provision in line with statutory requirements.

You will also support the Lead SEND Advisor in maintaining effective governance of statutory SEND processes, contributing to strategic development, SEND improvement activity and service planning.

Key Responsibilities

- Manage a caseload of children and young people with EHC plans, coordinate EHC needs assessments and annual reviews in line with statutory timescales and SEND legislation.
- Draft high-quality, compliant Education, Health and Care Plans.
- Undertake complex SEND casework and coordinate multi-agency involvement to secure appropriate outcomes for children and young people.
- Monitor educational placements, transitions and progression planning for children and young people with EHC Plans.
- Lead on SEND transport coordination and contribute to resource allocation and budget monitoring.
- Provide clear advice, guidance and support to parents, carers and young people regarding SEND processes and provision.
- Work collaboratively with schools, colleges, health services, social care and external providers to develop effective educational provision.
- Support the Lead SEND Advisor with mediation, conflict resolution and SEND Tribunal processes where required.
- Contribute to SEND strategy development, improvement planning and service development projects.
- Ensure safeguarding, confidentiality, equality and health and safety policies are adhered to at all times.

The Ideal Candidate Will

- Have significant experience working within SEND statutory processes and managing EHC casework for a Local Authority.
- Demonstrate detailed knowledge of the Children and Families Act 2014, SEND Code of Practice (2015) and relevant SEND legislation.
- Have excellent communication, organisational and problem-solving skills.
- Be confident managing complex cases and making informed decisions under pressure.
- Have experience working collaboratively with families, schools and multi-agency partners.
- Be highly organised, able to prioritise effectively and meet statutory deadlines.
- Demonstrate strong written skills with the ability to produce clear and effective documentation.
- Have excellent IT skills and experience maintaining accurate case records and data.
- Show a strong commitment to improving outcomes for children and young people with SEND.
