JOB SUMMARY: The Deputy Director of Estates and Facilities is responsible for the overall leadership and management of the Estates & Facilities (E&F) services across the whole Trust estate. This will involve providing assurance on compliance, financial oversight, people management, performance, compliance, overall estate management and the development of services within the remit of the role. The post holder will be responsible and accountable for compliant, professional, high quality, cost effective and efficient E&F services to meet the demands of the Trust, its service users, and staff. The post holder will provide leadership and direction for the team, and work across the organisation. They will work closely with the directors and senior managers and contribute to ensuring that the objectives of the Trusts are achieved with specific focus on the provision of safe and effective E&F services. The post holder will also act as the Trusts appointed Fire Responsible Person. KEY RESULT AREAS: Key Responsibilities Strategic Oversight To provide strategic and professional leadership for the management, development and efficient utilisation of the Trusts Estate and Facilities incorporating national requirements. To lead the strategic and operational management of the Directorate. Providing strong leadership and robust performance management framework for all Estates & Facilities staff To ensure that the effective delivery of the Directorates functions is undertaken in accordance with national standards and recognised industry best practice. To provide a safe, secure, and high-quality Service User and staff environments in the Trusts Ensure appropriate arrangements are in place to manage any existing outsourced contracts and potential forthcoming strategic outsourced contracts. Contribute to and where appropriate lead work streams to support the Trusts Planning & transformation programme. Represent the Trust in developing Strategic Estate Plans across Health and Local Authority boundaries in support of work being led by Integrated Care systems and other collaborations. To maintain and deliver a culture within the Directorate in which all staff deliver the highest quality of service user centered support services. Contribute to ensuring that the corporate aims and vision of the Trusts are achieved. Actively show the agreed behaviors and values of the organisation and the team Operational Management To lead and manage the Directorate effectively and develop and secure approval for the implementation of policies and plans to ensure that the Directorate continues to contribute to Trust strategy and remains a dynamic and healthy operation. Provide a focal point for ensuring the site strategies are delivered in practice, to specification, timescale, and budget. To lead the Directorate in supporting change and modernisation in ways of working to support Trust strategies and delivery of services. To maintain and develop processes for analysis and assessment of standards for services and their comparative information in order that the Directorate meets the standards of service required of it, and to ensure that services are provided in a value for money framework and that they operate cost effectively and in a productive manner. To ensure that the highest possible standards of compliance are achieved across all areas of Estates and Facilities and Health and Safety (Trust wide accountability) through a process of key services meetings including: The Health and Safety TAG, water quality, decontamination, the management of legionella, asbestos, electrical infrastructure, food safety, pest control, fire safety, specific departmental risks, including slips, trips and falls management, not least of which the support to be provided to the Infection, Prevention and Control Teams through the delivery of an effective hospital cleanliness programme and CQC Compliance. To ensure that services are delivered to the standards described by the Care Quality Commission (CQC) and all other professional and regulatory authorities. To ensure that services are delivered to a high standard to support the delivery of healthcare and the business plans of the Trust. Oversee and be accountable for the implementation and operation of the Asset management system. To be accountable for the performance of major contracts & Capital projects, including the provision of 5 year capital works programmes. Responsible for the construction of the annual programme for dealing with the funded projects for major infrastructure and maintenance projects. Ensuring that the outgoing expenditure considers the highest priority risks and requirements of the CQC Standards Responsible for the assurance of the training and development of the staff is sufficient for statutory and good industry practice standards. Provide governance of control systems employed through a scheme of delegation showing those people Authorised or competent to do the specialist tasks demanded of them. Jointly responsible with the Sustainability Change Manager for the sustainable use of energy and utilities used by the trust and to promote the Estates planning and delivery of the NHS Carbon Reduction Commitment by delivery of the Trusts Green Plan projects and targets Responsible for the monitoring of the Statutory and Good Industry Practice horizon to ensure that the Trust is informed of the changes in its statutory obligations, working practices and standards to which it must conform and operate To manage the outsourced EBME function within the Trust with responsibility for the external contracts and ensuring all available devices are serviced in accordance with national standards and guidance. This duty includes the chairing of the Trust medical devices group. Transformation/Service Development Working with Directors and senior clinicians, develop comprehensive, affordable, and sustainable site strategies which are shaped by and underpin, effective modern service delivery in a high-quality environment, designed around best patient experience. Ensure that the estate assets are effectively managed and utilised in order to achieve maximum usage. To maintain a consistent approach to design priorities such as anti- Ligature and dementia friendly environments. To support and work with the Director of Nursing, and Care Group Managers and Matrons in ensuring that the highest standards of physical environment are achieved to support clinical services. To work closely with colleagues in departments such as Infection Control and IT to ensure optimal service delivery with minimum disruption Maintain the services for maximum possible resilience to supply discontinuity situations Maintain a safe and effective security and car parking service to sites and service user areas ensuring staff and patient safety and security To contribute to developing strategies for services within the Trust which deliver annual and forward planning including Transformation Plans to support the delivery of Healthcare Standards. Continually assess customer satisfaction with services provided and shape the service offer within resources to meet customer needs in both hard and soft FM services Maintain service level agreements to clearly specify expected standards and delivery. Actively look at best practice across the organisation, NHS, and wider industries Responsible for the development of the required skills and competence to safely maintain and operate the site. Promote the method of succession planning with the use of professional and craft level trainees to ensure future supply of the skills required for the future of the trust Lead and co-operate with others to establish audits and lean initiatives to improve the working of the estates maintenance and facilities operational functions and support savings initiatives and savings programmes to reduce the overall costs of running the estate. Drive out wasteful use of systems, processes and resources that are not value for money. Promote a customer first approach and deliver a service that the customer understands, is responsive to their needs, being performance managed and good value for money in the opinion of that customer. Conduct customer surveys to obtain feedback on performance. Responsible for the initiation and continuous improvement of the Estates & Facilities Function Advise the service planning process with proposals to develop the optimum use of the estate and its efficiency to assist the Trust in providing high quality healthcare environments.
