Summary
About the role:
Working closely with the Procurement and Contracts Business Manager, you will provide specialist procurement advice to services across the Council and lead a wide range of procurement activity. You will support the development of procurement packs, quotations and tenders for goods, services, works and concessions, ensuring compliance with Contract Procedure Rules, the Procurement Act 2023 and wider best practice. You will also help embed a strong pro-procurement culture, support contract management, contribute to procurement planning and pipeline activity, and ensure transparency, whole-life costing and social value are considered in procurement decision-making.
About you:
You will bring procurement experience, ideally within the public sector, along with a sound understanding of procurement legislation and practice, including the Procurement Act 2023. You will be confident in advising colleagues and managers, leading procurement processes, supporting evaluation and award activity, and balancing compliance with a practical, customer-focused approach. We are looking for someone with excellent communication, organisational and analytical skills, who can work independently, build strong professional relationships and influence positively across the organisation. You should be qualified, part-qualified or willing to study towards CIPS Level 4.
