This is a unique opportunity for a Director of Planning and Performance with drive, ambition and a passion for excellence. Reporting to the Chief Finance Officer/Deputy Chief Executive, the post holder will be responsible for the Trust’s overall planning, performance management and business intelligence requirements.
We are looking for someone with the ability to innovate and adapt the planning, performance management and business intelligence functions, to support our evolving service models across the Lancashire and South Cumbria Integrated Care System. This is an excellent opportunity to develop your skills in a high profile and demanding organisation.
The post holder will work closely with the Associate Director of Operational Performance, Associate Director of Strategic Planning and Associate Director of Business Intelligence and deputise for the CFO when required.
You will have significant skills and experience in leading and delivering planning, performance management and business intelligence and will demonstrate exceptional skills in partnership working with a range of stakeholders and have experience of operating in a complex environment. In addition, you will possess a versatile and inspiring management approach and a real appetite to undertake a broad and challenging position. The post holder will be responsible for leading the planning for, and coordination of, the planning activities within the Trust and BTHFT’s contribution to planning in the Lancashire & South Cumbria system.
On performance assurance – responsible for establishing and managing an integrated performance management framework in a formal hierarchy from “ward to board”. The framework will include setting and agreeing key performance indicators linked to the Trust’s Annual and Operational Plans, ensuring excellent visibility of performance against agreed targets, a timely approach to escalation and ensuring the development and testing of solutions to return off-plan or forecast off-plan performance, together with proactive support where needed, back to plan levels.
The Performance Framework will ensure that the Trust Board and Board subcommittees identify and specify the information required to enable them to perform their oversight, scrutiny and assurance functions in an effective way. This framework is also expected to support the NHSE Regional Team and system-wide oversight and assurance requirements.
Blackpool Teaching Hospitals NHS Foundation Trust is ideally situated just a forty five minute drive from Manchester. The Trust provides services to the 440,000 residents of Blackpool, Fylde & Wyre and North Lancashire, as well as specialist tertiary care for Cardiac and Haematology patients.

The postholder will need to develop a strong working relationship with the One LSC Business Intelligence Team, ensuring optimum delivery of business intelligence across the Trust and in collaboration for the system. The post holder will be responsible for the oversight of the output from the One LSC Business Intelligence service, including the flow of data following the implementation of the IMS MAXIMS PAS. In discharging this function, the post-holder will act as the Trust senior leader responsible for data, reporting, contracts information, coding and validation.
The postholder will need to possess and demonstrate the practical application of strong leadership and team working skills particularly in connection with areas in which the postholder’s responsibilities interface with responsibilities of other Executive Directors, Divisional Managing Directors and other colleagues.
The postholder will be required to work across organisational boundaries to ensure that planning objectives within the Trust are compatible with system plans and broader ICS service and financial objectives. The postholder will be required to establish effective working arrangements where appropriate to establish a matrix working methodology to effectively deliver the planning, performance and business intelligence expectations whilst embedding a joined up integrated planning and performance culture, Trust-wide.
