Summary
To lead the Workforce Education, Learning and Development (WELD) team to deliver a comprehensive, high-quality Education, Learning and Development offering that fulfils our legal and regulatory requirements, and delivers a varied curriculum of education, learning and development to support the wider aims of the Hospice and embed our CARES values. Reporting to the Director of People this role will also work alongside the Head of HR to deliver our People plan supporting the growth and capability of our workforce and foster a culture of continuous learning. Main duties and responsibilities Workforce Education, Learning and Development (WELD) Delivery 1. Ensure the smooth running of all education, learning and development activity to meet statutory regulatory requirements and agreed corporate and service priorities. To work collaboratively with the Clinical Practice Facilitator who is responsible for leading the clinical based education programme. 2. Maintain accurate training needs analysis based on changes in legislation and the sector landscape, engagement with relevant subject matter experts, survey analysis, and other data intelligence methods. 3. Create and design a range of innovative blended programmes to support the People strategy, Hospice vision and values. 4. Contribute to service improvements for the Hospice induction and onboarding experience for staff and managers. 5. Act as a learning partner to corporate functions to support them to determine current and future education, learning and development priorities, and develop robust workforce development plans to deliver these. 6. Support the design & development of online (eLearning, videos and online resources), face to face and virtual learning solutions. Coaching and guiding line managers in adult learning theory to enhance delivery. 7. Deliver education, training and development sessions in a format that engages, motivates and inspires learners. 8. Contribute to the wider people and culture agenda, for example facilitating bespoke sessions for teams using a range of different tools (psychometric questionnaires, 360 feedback and surveys, building leadership capability). 9. Manage the biennial staff survey and a plan for regular spot surveys across the Hospice and associated action plans. 10. Manage external suppliers to ensure programmes of delivery meet the required standards, achieve learning outcomes and reflect value for money for the Hospice. 11. Be a system administrator for our Learning Management System (LMS), find creative ways to fully leverage LMS functionality, and hold responsibility for the accuracy and quality of data and content on the LMS. Policy, Reporting and Service Development 1. Develop and implement standard operating procedures for all aspects of WELD administration, ensuring the WELD team have clear responsibilities and can implement the procedures effectively. 2. Manage the Hospices training budget, ensuring compliance is achieved within budget and that resources are allocated fairly and in a manner that provides the best return on investment for the Hospice. 3. Provide reports and assurance on compliance through existing governance structures. 4. Maximise the use of alternative funding streams for development (e.g. grants, apprenticeship levy). 5. Support the development and implementation of service strategies which have education, training, learning and development implications e.g. transformation and service improvements. Leadership and Management 1. Manage the WELD team. Undertake regular supervision, set clear performance and development objectives, conduct appraisals, manage absence and workload. 2. Work in partnership with subject matter experts, senior managers, Health and Social Care partners etc. to promote and participate in delivery of multi-agency, multidisciplinary learning. 3. Represent the Learning and Development function at key forums within and networking groups and events outside the organisation as necessary 4. Identify and champion opportunities for collaboration in Workforce Education, Learning and Development. 5. Oversee internal communications so that our people remain engaged and aligned to our mission, vision and organisational values.
