In our PR24 final determinations we set out the need for companies to develop delivery plans given the substantial increase in expenditure and in particular enhancement expenditure in PR24. We are now publishing further guidance on the information we are proposing to collect through delivery plans. This guidance draws on discussions with water companies and fellow regulators and a workshop held with companies and other stakeholders.

Assurance Workshop
In PR24 we set out the assurance requirements for companies in relation to our PR24 final determinations for enhancement schemes in PR24 final determinations: Expenditure allowances – assurance requirements for delivery of enhancement schemes appendix. The additional assurance requirements we are introducing for PR24 are needed to provide assurance that companies are using the enhancement allowances to deliver the benefits that customers are expecting and paying for. We consider these additional requirements to be needed, targeted and proportionate.
In PR24 we set out our expectation for third-party assurers to be independent and the requirements for these assurers in relation to regulatory reporting on:
- Delivery plans and action plans;
- Price control deliverables (PCDs);
- Large gated schemes; and
- Thame Water’s asset improvement gated allowance, additional gated allowances for growth at sewage treatment works and London Water Infrastructure Conditional Allowance (LWICA) carryover.
We are also extending some of these additional requirements to the reporting of some performance commitments (PC) – please see section 7.3 of PR24 final determinations: Delivering outcomes for customers and the environment.
We received questions from some assurers in relation to our PR24 assurance requirements. On 20 March 2025 we held a workshop with assurers to answer their questions.
