We’re looking for two International Development Delivery Managers to help us make a difference to our planet.

These are exciting opportunities to join our International Team, supporting the delivery and growth of our international development portfolio. There are two roles available:

  • A permanent position.
  • A two-year fixed-term position, with the potential to become permanent.

As our International Development Delivery Manager, the role may be suitable for hybrid working, where an employee works part of the week in the office and part of the week from home. This is a voluntary, non-contractual arrangement and the location advertised will be your contractual place of work. You will be required to attend the International Team’s monthly team meetings at our Exeter HQ and to frequently be willing and able to travel internationally, including to developing countries.

Your world of expertise

Our International Team collaborate with global partners to deliver enhanced weather and climate information which helps people to stay safe and thrive, in line with UK Government policy and priorities. Our activities are focused in developing countries across Africa, the Middle East and North Africa, and Asia Pacific. We deliver projects and programmes that combine capacity development, training, scientific consultancy, technical assistance and long-term partnerships. Our work supports the co-production, communication and uptake of weather and climate information, ensuring it is useful, usable and used by those who need it most.

You will identify opportunities to develop sustainable and profitable revenue streams whilst delivering projects and activities that meet users and stakeholder needs. With effective stakeholder management and account planning, you'll align user and stakeholder needs with the skills, expertise and capabilities of the Met Office. You'll contribute to the development of the our international offer, helping to build strong, mutually beneficial partnerships that improve the use and uptake of co-produced weather and climate information.

International travel will be required and you may need to adapt quickly to changing needs and requirements. This may include travel to developing countries and, at times, challenging environments, at times with very short notice. You'll need to be confident at travelling to developing countries alone, and at times in teams. You will need to be able to work independently outside the UK, in line with Met Office processes, safety requirements and wider team ways of working.

Your key duties:

  • Delivering and supporting technical international development activities within high-value, multi-year projects and programmes, including capacity development, technical assistance, training, facilitation and partner engagement, while ensuring risks, finances, benefits and lessons are managed and reported clearly.
  • Supporting the development of bids, proposals and new opportunities, using your international development knowledge to work with Regional Leads, technical experts and partners to shape activities, budgets, resources and delivery approaches that align with the Met Office International strategy.
  • Building and managing effective relationships with key international stakeholders, including National Meteorological and Hydrological Services, Regional Weather and Climate Centres, WMO, funders, regional bodies and strategic partners, applying strong cultural awareness and understanding of development contexts.
  • Designing and delivering practical interventions that meet funder, stakeholder and user needs, using good international development practice and adapting approaches to local social, political, institutional and cultural contexts.
  • Working flexibly across the international portfolio, delivering technical and programme activities remotely and in-country, and adapting to emerging priorities across Africa, MENA, Asia Pacific and other regions as required.
  • Translating complex scientific, technical, programme and development information into clear, accessible messages, products and approaches for different audiences, including non-technical stakeholders and decision-makers.
  • Representing the Met Office and, where appropriate, wider UK Government interests internationally, while operating in line with Met Office processes, Managing Public Money principles, security requirements and good development practice.

As our International Development Delivery Manager, your total reward package will be up to £60,268 annually, which includes:

  • £43,081 base pay.
  • An outstanding Civil Service pension, with an average employer contribution of 28.97%.
  • Annual Leave starting at 27.5 days (plus Bank Holidays) rising to 32.5 days (plus Bank Holidays) after 5 years and option to buy or sell up to 5 days per year of annual leave.

Essential Criteria, skills and experience:

  1. Expert by nature: strong experience in international development, including working internationally in developing country contexts and delivering technical assistance, capacity development or programme interventions that respond to partner, funder and user needs. (Lead Criteria)
  2. Better together: ability to build, manage and maintain effective internal and external relationships, with evidence of creating trust, rapport and productive partnerships across organisations, sectors and cultures.
  3. Force for good: self-motivated, driven and customer-oriented approach, with the ability to work independently and as part of a team to deliver outcomes that support social impact, resilience and international development objectives.
  4. Expert by nature: evidence of successfully delivering projects or programmes, including developing technical materials, facilitating workshops, managing activities, resources, risks, benefits, finances, reporting and delivery performance.
  5. Live and breathe it: demonstrable business development capability in the international development sector, including the ability to understand customer, funder and partner challenges, identify opportunities and articulate where value can be added.
  6. Better together: excellent communication skills, both oral and written, including influencing and negotiation skills and the ability to translate complex technical, information into clear, accessible and compelling content for different audiences.
  7. Live and breathe it: willingness and ability to travel internationally, including to developing countries, with a strong understanding of working overseas and adapting to different political, institutional and cultural settings.

The panel may perform a preliminary sift of the lead criteria as indicated above.

Desirable Criteria:

1. Eligibility

For those living outside of the UK, there are some roles where we can sponsor Skilled Worker visas. 2. Application

3. Screening

4. Interview

Most recruitment processes will include a single-stage interview, some of which are virtual interviews and some may be in-person. Our interviews tend to blend competency questions, which focus on the essential criteria, with values-based questions.

5. Assessment

6. Offer

If you are successful following the interview, the hiring manager will contact you to offer the role. The Resourcing Team will then follow up with an offer letter and start your onboarding.

7. Onboarding

Before we can confirm a start date, we will first need to complete security clearance and reference checks. These usually take between eight to ten weeks to complete. We'll also discuss any workplace adjustments that you may need. So they are in place on your first day.

8. Your first day

On your first day your new manager will introduce you to the team and you’ll start our online corporate induction. You’ll also be asked to update your details in our People Hub system including bank details ready for your first pay day.
