From the Norwegian Mapping Authoriy website it is obvious that they have revised their datasets. RLR (2008) was calculated for Bodo giving a value of 5.149m this was applied to the whole dataset. RLR (2008) is 30.2m below TGBM K13 N47. Data now looks OK although confirmation required from the Norwegian Mapping Authority. Data point for May 1970 has been 'switched off' as it is a spike. Data for this month does not appear on the Norwegian website.
