Who's who in the market
Eligible customers – most business, charities and public sector organisations in England – and those using more than 50 million litres of water a year in Wales.
Retail suppliers – licensed retail suppliers are able to compete for the custom of all eligible customers.
Wholesalers – Appointed companies that own and operate the network of pipes, mains and treatment works. They act as the wholesalers in the market, selling water and wastewater services to retail suppliers.
Defra – the Department for the Environment, Food and Rural Affairs (Defra) has overall responsibility for the water market in England.
Welsh Government – the Welsh government has overall responsibility for the water market in Wales.
Ofwat – Ofwat is the economic regulator for the sector in England and Wales. They are responsible for the regulation of the open water market, including being the licensing authority for the market. In order to compete in the market, suppliers must be awarded a licence.
MOSL – Market Operator Services Limited (MOSL) is the market operator. They make sure the market functions in a simple and efficient way. MOSL facilitates the transfer of customer information when they switch retail supplier. The market relies on MOSL’s systems to process billing transactions and make the necessary inter-company payments.
WICS – The open water market works alongside the market in Scotland, which is regulated by the Water Industry Commission for Scotland (WICS); who are responsible for regulation of the competitive market in Scotland.
CCW – CCW are the independent consumer advice body for all water customers in England and Wales. They can provide free advice and help resolve complaints with water companies or retailers.
