Scoping work into national digital systems to facilitate effective use of school data

The Welsh Government is commissioning scoping work into user needs and options for national digital systems/tools to enhance and replace our existing school data reporting systems, including My Local School. This work will involve engagement with users of our current systems to establish current uses, needs and any barriers faced.

Attainment information

As announced by the then Minister for Education and Welsh Language in January 2023, the Welsh Government restarted reporting on Key Stage 4 outcomes at a school level from the academic year 2022/23, using the approach adopted in 2019, which includes publishing the following headline measures based on average points scores:

This approach will be for an interim period whilst the Welsh Government, working in partnership with stakeholders, progresses the development of a reformed ‘information ecosystem’ and, as part of that, the future reporting arrangements of qualifications outcomes data.

The site contains a wealth of data, from contextual data such as pupil numbers and characteristics, to attainment and attendance data, and data on staffing and finance. The attainment information within the site is also set within context. Factors such as numbers of pupils eligible for free school meals, with additional learning needs and learning English as an additional language, all affect attainment. Schools are shown alongside an average for the schools in the same "Family" (a grouping of schools facing a broadly equivalent level of challenge). This is intended to provide some context for interpretation, but should not be considered an indicator of under or over performance.

The site has been developed to allow on-line access to detailed data about the school and to help parents and carers understand, engage with and support their local school. However, the data will only go so far in describing a school and it is important to consider other sources of information, particularly that provided by schools themselves, for example on websites and in prospectuses, and Estyn reports.

My Local School seeks to reflect the outcomes of all pupils in a school so that the approach is inclusive and consistently applied. This reflects the inclusive approach taken to Additional Learning Needs (ALN) in Wales and the Welsh Government’s central concern for the outcomes for all learners, as described in the Additional Learning Needs and Education Tribunal (Wales) Act 2018 (ALNET). ALNET has now replaced the Special Educational Needs (SEN) system following a four year implementation period from September 2021 to August 2025.

It is important to note that the provision for pupils with ALN varies considerably from school to school. Some schools have a designated unit on site in which all pupils in the school with ALN are taught, others may have a unit which has a wider catchment area than the individual school, and/or some pupils with ALN are educated in mainstream classes.
