Notification

Standard - The Lead Agency notifies DWP of all MAPPA managed individuals in the community using the MAPPA J

21.2 The Lead Agency (namely Police, Probation, Youth Justice Services and mental health services) must notify the relevant DWP District MAPPA SPOC of all MAPPA managed individuals using the MAPPA J. The MAPPA J will inform DWP of:

  • Contact details for the Lead Agency and supervising officer.
  • Any restrictions imposed, including those on employment, education and training, contact with children and other people, movement, accommodation etc..
  • Eligibility for exemption from the shared accommodation rate of Universal Credit (see 21.25 - 21.28 below).
  • Any risk of serious harm to DWP staff, including contracted staff and those dealing with individuals applying for benefits and carrying out medical examinations for work capability assessments.
  • Any other significant risks presented by MAPPA managed individuals that are not reflected in formal restrictions.
  • Being unlawfully at large.

21.3 The Lead Agency should send the MAPPA J by secure e-mail to the DWP District MAPPA SPOC (contact details are available on the MAPPA website) prior to release from custody/hospital; once the licence conditions have been set; or as soon as a court makes a community order or a Sexual Harm Prevention Order. A new MAPPA J must be sent whenever the Lead Agency, restrictions or other factors above change (including when they end). It is the responsibility of the new Lead Agency to notify DWP of any changes.

21.4 The sharing and storage of all personal data must comply with data protection legislation (see Chapter 9 - Information Sharing) and the local MAPPA Memorandum of Understanding (see Chapter 3 - Duty to Co-operate and Associate Agencies). The MAPPA J should only include information relevant to DWP's involvement with the MAPPA managed individual. DWP must remove all information about the restrictions imposed on a MAPPA managed individual from their systems when those restrictions end. DWP may retain that an individual was subject to MAPPA for audit purposes.

21.5 The DWP District MAPPA SPOC will contact the Lead Agency to confirm receipt of a MAPPA J within five working days. They should also contact the Lead Agency to discuss the implications of any changes to restrictions where necessary. The lead agency should record the date the MAPPA J was sent to DWP, the restrictions conveyed and when the restrictions end in the activity log on ViSOR.

21.6 The Lead Agency must also notify the Local Authority using the MAPPA P when a MAPPA managed individual qualifies for Housing Benefit rather than Universal Credit and is exempt from the shared accommodation rate.
