We are seeking views on our proposals to increase the financial resilience of energy networks.

Details of outcome

In November 2025 we published a consultation on proposed modifications to the ring fence licence conditions for gas and electricity networks. We think it is important we ensure networks are fit for purpose now and remain so as the environment changes. 

After carefully listening to and considering the feedback received, we have set out our policy conclusions and the purpose and benefits of any changes. We also need to further consult on the associated licence modifications

Consultation description 

In April 2025 we formally kicked off the energy network review of the ring-fence, as we think it is important we ensure networks are fit for purpose now and remain so as the environment changes. This consultation proposes a set of financial resilience measures to ensure consistency across sectors and to strengthen the ring-fence licence conditions which should benefit consumers and investors alike.
