Sally Cheshire CBE
Biography
Sally Cheshire CBE was appointed as a Non-Executive Director and joined the HMPPS Audit and Risk Assurance Committee in July 2026. After a successful private sector career in industry and professional services, Sally has held senior leadership roles for almost 20 years in the health, social care, welfare and family justice sectors.
She is an experienced Chair, Board member and Audit Chair and is currently the Chair of NHS Resolution and a Non-Executive member of the Audit and Risk Committee at the Department for Work and Pensions. She recently stepped down from an 8-year term as Chair of Cafcass, an arms’ length body of the Ministry of Justice, which represents children in the family courts.

Our Non-executives are senior figures from outside the Agency who bring a diverse mix of expertise and skills from across the public and private sector. They all:
- give guidance and advice to HMPPS leaders
- support and challenge management on the Agency’s strategic direction
- provide support in monitoring and reviewing progress
