Senay Bulbul OBE MVO
Biography
Senay Bulbul is the Minister Counsellor Political at the British Embassy to the United States of America. In this role, she leads the UK government’s political strategy, communications, and external engagement. Ms Bulbul has acted as the principal liaison across both the Biden administration and the current Trump administration. She is the primary adviser to the ambassador, ministers, and senior UK government officials on the UK-US bilateral relationship.
Ms Bulbul is a senior diplomat with 18 years of experience in global affairs, crisis management, negotiations, and executive leadership. She has a track record of leading teams to deliver UK policy priorities on a range of high-profile, complex, and sensitive international issues. Previously, Ms Bulbul served as Political Counsellor at the British Embassy to the United States. She has also held a number of senior roles at the Foreign, Commonwealth and Development Office in London, including as Private Secretary to the Foreign Secretary, where she led on national security issues, the Middle East and North Africa, South-East Asia, and multilateral affairs.
Earlier in her career, Ms Bulbul was posted to the UK Mission to the United Nations in New York, where she led on Middle East issues at the Security Council. She started her career as an economist in the UK Civil Service and in the Foreign and Commonwealth Office. She was appointed an Officer of the Order of the British Empire (OBE) in December 2025 in recognition of her services to British foreign policy and later recognised as a Member of the Royal Victorian Order (MVO) for her leadership in delivering the historic state visit of Their Majesties The King and Queen to the United States in April 2026.
Minister Counsellor Political
The Minister Counsellor Political leads the UK government’s political strategy and engagement in the United States. They also oversee the UK government’s communications in the United States. The Minister Counsellor provides leadership and direction to multiple teams in the Embassy and across the US Network to deliver the British government’s objectives in the US. The Minister Counsellor engages with senior officials in the US administration, Congress, political parties, and business.
