Description

G-Cloud 15 has replaced G-Cloud 14. It will continue to provide a large variety of cloud based services from a range of suppliers. 

G-Cloud 15 is an open framework, let under the Procurement Act 2023. 

Services include:

  • infrastructure as a service (IaaS) and platform as a service (PaaS)
  • infrastructure software as a service (I-SaaS)
  • software as a service (SaaS)
  • cloud support services (additional services)

Agreement length 

G-Cloud 15 will run for 4 years from 6 August 2026 (reopening after 18 months and again after 36 months).

When you can't use this agreement

Recruitment is not included in G-Cloud 15. Only support relating to the cloud is permitted, not the provision of staff or interims.

You can buy from this agreement in 2 ways:

  1. Award without competition (AWOC).
  2. Competitive selection process (two-stage and multi-stage)

1. Award without competition

Use this when:

  • your need is straightforward and low in value or complexity
  • no additional benefit would be gained from running a competitive process
  • your requirement can be met by an existing supplier catalogue service entry

How to do it:

  1. Identify your needs and create your statement of requirements (SOR).
  2. Use the Digital Platform to apply filters to create a shortlist of services that meet your SOR. You can use filters such as:
    1. Taxonomy
    2. Social value
    3. Standardised technical type
  3. Check whether any supplier is excluded or excludable under the Procurement Act 2023 and exclude them where required.
  4. Award based on lowest price.
  5. Place your order by completing the order form.

2. Competitive selection process

Use this when:

  • your requirement is complex, high value, or needs a tailored solution
  • you want suppliers to bid competitively to ensure best value
  • your needs cannot be met by an existing catalogue service entry

How to do it:

  1. Identify your needs and prepare a detailed SOR, including the services required and timescales.
  2. Identify the most appropriate lot for your requirement and choose your route:two-stage or multi-stage competitive selection process.
  3. Design your process, including assessment criteria, and create your tender pack.
  4. Use the Digital Platform to apply filters to create a shortlist of services that meet your statement of requirements. You can use filters such as:
    1. Taxonomy
    2. Social value
    3. Standardised technical type
  5. Check whether any supplier is excluded or excludable under the Procurement Act 2023 and exclude them where required.
  6. Issue the invitation to tender (ITT) to all eligible suppliers on your shortlist.
  7. Assess all suppliers equally and fairly against your stated criteria.
  8. Award the contract based on the most advantageous tender (MAT) and complete the order form.

Lot 1a Infrastructure as a Service (IaaS) and Platform as a Service (PaaS)
Use this lot to buy infrastructure as a service (IaaS) and platform as a service (PaaS). Provides platform or infrastructure services for processing and storing data, running software or networking. Cloud hosting offers the capability to deploy, manage and run software. It also provides processing, storage, or network resources. Access Lot 1a: Infrastructure as a Service (IaaS) and Platform as a Service (PaaS).

Lot 1b Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) AO
Use this lot to buy infrastructure as a service (IaaS) and platform as a service (PaaS) above OFFICIAL. The same as lot 1a, but must be provided in a way that meets the additional requirements of operating at above-OFFICIAL security classifications. Access Lot 1b: Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) AO.

Core terms and conditions

The core terms form part of the framework and call-off contracts and must be used on every contract. They cannot be changed.

The core terms are GCA’s standard commercial terms. They govern the supplier’s relationship with GCA and every customer who has a call-off contract.

Call-off order form

When a customer decides to buy from a supplier, they’ll complete an order form with important information about the call-off contract.

Customers can change any of their chosen schedules by adding special terms in the call-off order form.

A completed order form will contain:

  • what will be supplied
  • how it will be supplied
  • how much it will cost
  • contact details for suppliers and customers
  • a list of all the call-off and joint schedules

The call-off contract will be created when both parties either agree to:

  • sign a completed order form
  • create a binding electronic purchase order which includes the information in the order form
