• governing bodies, management committees and trustees of early years providers, schools and colleges
• senior management teams in early years providers, schools and colleges

It applies to:

• maintained schools
• non-maintained schools
• independent schools (including academies and free schools)
• all providers on the early years register
• all providers registered with an early years childminder agency
