Principal Duties The role supports the urgent, emergency, and critical care system in driving operational balance, shared risk, and guide transformation to improve performance and patient outcomes across the system This role will involve attending system escalation calls, providing recommendations, and gaining assurance over actions to mitigate operational pressure Support the development of our SCC and you will bring experience and knowledge of aspect of operational resilience The role is designed to deliver a consistent operational resilience response for the work programme, using a combination of subject matter expertise and technical skills; Provide accurate, proactive, and high-quality administrative support to the SCC team in a timely manner Specific tasks for the operational manager will include but not be limited to Supporting the Associate Director System Operations / EPRR and SCC Duty Manager in the implementation of a robust operational resilience offer Supporting the identification, implementation and resourcing of short-term actions and mitigations within the CW & HW system for the delivery of improved quality, safety, and performance standards Providing appropriate reports and updates as required for both operational and transformational meetings Supporting the development and assisting in the delivery of activity dashboards to support existing and new opportunities Support the system winter/surge planning process Support the review of services where necessary and ensure that the services delivered are fit for purpose and meet the needs of the population Encourage cross working in the team and with other teams within the system Effectively responding to system escalations in times of pressure Creating and managing a risk register Proactively Horizon scan and plan with system partners areas of pressure The job description and person specification are an outline of the tasks, responsibilities and outcomes required of the role. The job holder will carry out any other duties as may reasonably be required by their line manager The job description and person specification may be reviewed on an ongoing basis in accordance with the changing needs of the service and the Organisation Operational Engaging, and liaising with key stakeholders, in particular Supporting the delivery of day-to-day coordination to support system operational resilience Supporting the identification and sharing of best practice Develop and support the System coordination centre Support reporting to NHSE with regards to system status Project Management Support the operational resilience team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues, and dependencies, considering best practice and current options, and ultimately making decisions in the best interest of the project Support the development of comprehensive and cohesive plans which are consistent with the overall project timetable, meeting the strategic direction of the team and minimising unnecessary disruption to stakeholders involved in the process and are operationally sound Pro-actively manage stakeholders, responding to and resolving conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms Support a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources Responsible for the planning and organisation of numerous events/meetings. Ensure communication tools are used to their maximum value for circulating the minutes, agenda, and presentations in a timely manner Demonstrate effective stakeholder management across different departments and at all levels Support other projects and project managers as and when required Consider the impact of any change the projects will have on the business and overseeing handover of any products to ensure full ownership and buy-in within the business. Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within the NHS as a whole Act in a way that is compliant with, Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities Identify products, equipment, services, and facilities for assigned activities, achieving stakeholder buy-in as required Support for making recommendations, providing advice and able to prepare strategic reports/briefings Steering/Reference Groups and others as required General Staff Management Support management of the team and responsible for day-to-day work assigned to the team Support the recruitment of team staff, membership of interview panel Support for undertaking appraisal and personal development including progressing any disciplinary or capability issues Forge close positive working relationships, to support an effective matrix approach to achieve NHS objectives Support, motivate and develop staff within the team to ensure that they can deliver the responsibilities of the NHS strategy Information Management Draft reports summarising status on issues, appraising outcomes, and provide progress reports Collating as required, qualitative and quantitative information and leading appropriate analysis to develop robust business cases Analyse, interpret and present data to highlight issues, risks and support decision making Policy and Service Development Recognise and support proposing and drafting changes, implementation and interpretation to policies, guidelines, and service level agreements (SLAs) which may impact service Propose changes to own function making recommendations for other service delivery The post holder will need to maintain a good knowledge of emerging policies from government departments Research and Development Plan, develop and evaluate methods and processes for gathering, analysing, interpreting, and presenting data and information Support development of our system operational command centre Deliver projects to comply with key performance indicators Co-ordinate Research & Development initiatives, delegating as appropriate Planning and Organisation Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and build in contingency and adjustments as necessary Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with the Organisations priorities Contribute to short-, medium- and long-term business plans, achieving quality outcomes Please refer to the full Job Description for further details.
