On 13 November 2025 we published our outcome delivery incentives (ODI) final determinations for 2024-25. The ODI final determinations for 2024-25 set out how we propose to adjust companies’ PR24 price controls to account for the difference between:
- companies’ actual performance against their in-period and end of period performance commitments in 2024-25; and
- forecast performance on these performance commitments included in their PR24 final determinations.
The ODI final determinations do not cover the wider adjustments to companies’ price controls for the other PR19 reconciliation mechanisms or the correction of PR24 unambiguous errors (other than those relating to ODIs). While there is no specified date by which we must complete these other elements of the PR19 blind year process, we aim to publish them no later than 15 December 2025.
In making our ODI final determinations, we considered stakeholder responses to our draft determinations, published on 2 October 2025, and other relevant information, including the CMA’s provisional redetermination of our PR24 determinations (to the extent it is relevant to this process).

Price control deliverables (PCDs)
Alongside our draft determinations, we publish an updated version of our PR19 ODI PCDs (republished on 13 November 2025 with blind year ODI final determinations). This version supersedes the version of PR19 ODI PCDs published with our PR24 draft determinations.
Models
The ODI reconciliation uses a suite of models, which reflect the reconciliation mechanism put in place for the 2020-25 price control period. Below we’ve set out the models we have used to set companies’ ODIs final determination.
