To evaluate Extract, we conducted user research with over 30 local planning authorities and analysed over 400 digital planning records. We found that Extract processes documents quickly and often produces a good draft of a digital record, however it is not suitable to be an automated solution. User review and correction is essential to produce good quality records. We estimate that Extract can reduce the total time local authorities spend creating digital records by around a half.

Consult Evaluation: DSIT’s Digital Inclusion Action Plan Call for Evidence
1 September 2025
DSIT used ThemeFinder to support analysis of its Call for Evidence for the Digital Inclusion Action Plan, which received 800 responses. The evaluation found that ThemeFinder enabled faster identification of key themes. However, full report writing still required reading all responses. Policy teams found the tool’s mapping trustworthy and felt it helped reduce bias in the analysis.

Consult Evaluation: DWP’s Pathways to Work consultation
27 August 2025
We evaluated Consult using the Department for Work and Pensions' consultation on the reform of the health and disability benefits system and employment support. Over 85,000 responses to consultation questions were assessed by 125 reviewers to assess accuracy, consistency and bias. We found that: reviewers kept Consult’s suggested themes unchanged for 73% of responses; there was no evidence of bias; and Consult speeds up the reviewing process (taking only 19 seconds to review a response).

Consult x Nesta: AI Social Readiness Advisory Label
1 July 2025
We worked with Nesta's Centre for Collective Intelligence Design to trial the AI Social Readiness Advisory Label - an approach to involve the public in assessing AI tools for public services. This involved running 18 deliberative polling sessions with a total of 144 members of the public, capturing their views on Consult. We found strong overall support, with participants seeing clear benefits in using Consult, welcoming its built-in human oversight and the fact that it supports, rather than replaces, human judgement. People viewed Consult’s efficiency gains as important and were interested in understanding how savings and future development could further strengthen consultation quality.

Consult Evaluation: Independent Water Commission Call for Evidence

We evaluated Consult during the Independent Water Commission’s call for evidence on the water sector in England and Wales. The consultation received over 50,000 responses. We found that Consult’s theme mapping was as good as human reviewers - for 64%–69% of responses, reviewers made no changes to Consult’s theme suggestions. The evaluation also showed that for 83% of all responses, at least one reviewer gave exactly the same theme mapping as Consult.

Consult Evaluation: Scottish Government - Non-surgical cosmetic procedures consultation
20 March 2025
We evaluated Consult in partnership with the Scottish Government on their public consultation around regulating non-surgical cosmetic procedures. Over 2,000 consultation responses were analysed using Consult, with expert reviewers also manually reviewing each response to benchmark the AI's performance. We found: there was strong confidence in AI-generated themes; Consult had minimal impact on the overall ranking of themes compared to the manual review; and theme sign-off was cognitively demanding.
